About the Faculty
The Faculty of Public Administration and Financial Control was established in accordance with the Financial University Academic Council resolution of 28 August 2015. It was formed as a result of a merger of the Faculty of Public Administration and Municipal Management and the Faculty of Public Financial Control.
The Faculty Dean is T. A. Golikova, Doctor of Economics, Distinguished Economist of the Russian Federation, Chairperson, Accounts Chamber of the Russian Federation.
The key Faculty goal is to train highly-qualified graduates who have a deep knowledge of the theory and practical skills, who can perform the officials' functions at the government institutions, municipal executive bodies, including federal and municipal financial control authorities, other public institutions.
The Faculty has the following programs on offer:
- Bachelor degree program in Public Administration and Municipal Management;
- Bachelor degree program in Economics (with the concentration in Public Financial Control);
- Master degree program in Public Administration and Municipal Management (with the concentration in Public Administration, Urban Management, Public Property Management);
- Master degree program in Law (with the concentration: Lawyer in the Financial Control Sector).
The Faculty advantages
The Financial University has rich traditions of training personnel for the civil service sector, including the financial sector. The Financial University Professors, Associate Professors and competent experts from the Accounts Chamber of the Russian Federation, the Ministry of Finance of the Russian Federation, the Federal Treasury, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Federal Antimonopoly Service teach the students at the Faculty.
The Department of Public Administration and Municipal Management trains experts in public administration and municipal management. It is headed S.E. Prokofyev, Doctor of Economics, Professor, Distinguished Economist of the Russian Federation, Deputy Head of the Federal Treasury.
The staff of the Department of Public Finance ensures training of students majoring in Public Financial Control. The Department Head is S.P. Solyannikova, PhD (Economics), Associate Professor.
During the period of study, open lectures are delivered and master classes are conducted by executives and other experts of the Accounts Chamber of the Russian Federation, the Ministry of Finance of the Russian Federation, and the Federal Treasury. Some Faculty instructors are independent experts of accreditation and examination commissions, federal executive bodies. This allows the Faculty staff to combine the practitioners' experience gained in the field of public management with the teaching methodology of the leading instructors and researchers.
Students undergo training in the government institutions and local governments, public financial control bodies, and other public institutions during the practical training periods that are part of the program curricula.
The Faculty partners are the Accounts Chamber of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Federal Treasury, the Control and Accounts Chamber of the City of Moscow.
Graduates' career development prospects
The majority of graduates become civil servants at the federal government institutions and the government institutions of the constituent territories of the Russian Federation.
The graduates of the program in Economics (with the concentration in Public Financial Control) can work in:
- The Accounts Chamber of the Russian Federation, the Ministry of Finance of the Russian Federation, the Federal Treasury, the Moscow Office of the Federal Treasury, other federal executive bodies, regulatory agencies and accounting departments of the constituent territories of the Russian Federation and municipal entities, financial control bodies of the constituent territories of the Russian Federation and municipal entities, financial and regulatory departments of government institution and research centers.
The graduates of the program in Economics (with the concentration in Public Administration and Municipal Management) can work in:
- The federal government institutions, government institutions of the constituent territories of the Russian Federation, local governments, other government institutions.
