Certain categories of foreign nationals
The following foreign nationals are eligible to apply to become enrolled to student places, with their tuition expenses covered from the budget funds:
Nationals of the Republic of Azerbaijan, Republic of Kyrgyzstan, Ukraine, Republic of Turkmenistan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Republic of Tajikistan, Republic of Uzbekistan who reside permanently on the territory of the Russian Federation as at the date of admission (as per Agreement of 1992);
Nationals of the Republic of Georgia who reside permanently on the territory of the Russian Federation (as per Agreement of 1994);
Nationals of the Republic of Kyrgyzstan, Republic of Belarus, Republic of Kazakhstan, Republic of Tajikistan (as per Agreement of 1996).
Compatriots who reside abroad
The following persons are considered to be the compatriots residing abroad as per the Federal Law of 1999:
Russian nationals who permanently reside abroad;
Persons who belong to the peoples that traditionally lived on the territory of the Russian Federation. Former citizens of the USSR are included into this category;
Persons who emigrated from the Russian state, Russian Soviet Federative Socialist Republic, USSR and the Russian Federation, who had the Russian nationality and their descendants.
Relocatees
We take into account the participants of the government program for the voluntary relocation to the Russian Federation (Presidential Decree of 2006), i. e. adults who reside abroad. In order to enable them to prove their status, the authorities provide the duly formatted certificates to them. Minors have the status of a member of the program participant's family. They have an ID with their personal data.
